There have been few, if any, memorable remakes of Jimi Hendrix songs over the years, and this all-star homage demonstrates why. The bevy of famous bluesmen, jazzmen, rappers, and rockers gathered here all sound timid and too full of reverence -- as if they've forgotten that what made Hendrix important was how destructive he sounded. The Spin Doctors and Paul Rodgers try vainly to sing like Hendrix, while Belly and P.M. Dawn manage to reduce him to wallpaper. And the guitar solos tend to go on forever. Too bad they couldn't get Roseanne Arnold to cover Jimi's ''The Star-Spangled Banner.'' Now that would be more like it.
