Lead Performance: The Samples; Genre: Folk

On this Colorado folk-pop band's first three releases, calypso rhythms and Sean Kelly's fresh, Stinglike vocals balanced somber lyrics about the depleted environment. But on their fourth, message and music seem to have melded. Too many tracks are downers, angst- ridden outpourings of lesser-voiced band members-the passage of time and depression are favorite themes. Still, a few of Kelly's songs sparkle (''Still Water'' and ''Darkside''), so perhaps this ''last drag'' won't be their last gasp.
