Cocteau Twins Four-Calendar Cafe (Capitol) This enduring Scottish cult band's songs are like alluring objects viewed through frosted panes of glass. A hypnotic haze and liberal doses of reverb still keep things fuzzy, but deceptive pop sweetness-Elizabeth Fraser's songbird voice and gently rumbling drum machines-cuts through the fog. Songs like ''Evangeline'' and ''Squeeze-Wax'' have an otherworldly shimmer, a mode perfected by these early architects of dream pop. A- -Josef Woodard
