Joan Jett isn't the queen of rock, she's the queen mother. Beloved and benign, she shows up with a proper uniform, three ritual chords, and a genial wave to the kingdom's subjects. But what makes us love rock & roll are surprises, not formalities. Jett has long sustained an oldies act, if not a bad reputation, by recycling producer-Svengali Kenny Laguna's toga-party flashbacks. And even the best cuts on this odds-'n'-sods compilation, like a live ''Cherry Bomb,'' detonated last year with queens-in-waiting L7, suggest she's finally ready to fast-forward.
