Three of the five best songs on this L.A. hard-rock band's best-of are cover versions, on loan from Ian Hunter, Angel City, and Small Faces. The two most memorable originals, ''Step on You'' and ''Old Rose Motel,'' are about beating up women and visiting brothels; they're stupid and offensive, of course, but that's part of what makes them powerful. The rest of ''The Best'' is solid boogie hackwork -- more ugly sexual harassment, but with tons of tense guitar hooks.
