ARISE! J.R. ''Bob'' Dobbs, Rev. Buck Naked (1991, PolyGram, $19.95) Superior mutants: Repent! Quit your job! Slack off! For years that's been the message of the Texas-based Church of the SubGenius. Either a bona fide sect or a colossal hoax (depending on how indulgent your sense of humor is), the church and the gonzo minds behind it spew forth a dense, satirical catechism linking alien visitations, government conspiracies, bland godhead J.R. ''Bob'' Dobbs, and lots more. Unfortunately, this self-styled ''instructional video barrage tape'' is funnier to think about than to sit through. Mixing scenes from past SubGenius theatrical events with campy found footage, Arise! is an epilepsy- inducing sensory blitz that clobbers viewers well past the point where they've gotten the joke. Too bad these smart alecks don't practice what they preach and ease up a little. C- -TB
