Tea-party manners, scenery to ooh and ah over, the eternal clash of propriety and nature — Where Angels Fear to Tread, an adaptation of E.M. Forster's first novel, has all the calling cards that drew audiences into A Room With a View and A Passage to India. But except for Helen Mirren's brief, mischievous performance as a woman who follows her bliss and then dies in childbirth, the movie remains frustratingly distant from its characters' inner lives. C
