Bugsy may have the most Oscar nominations with 10, but history does not favor Warren Beatty in the battle for Best Picture. In most years, the winner for Best Picture is the movie that leads or ties for the most nominations. But the last two times a Beatty film garnered the most nominations 1978's Heaven Can Wait and 1981's Reds another movie won.
