ROBERT PALMER: VIDEO ADDICTIONS (1992, PolyGram, $19.95) Whatever you may think of this pop smoothy's ersatz recording oeuvre-fake Bowie, fake new wave, fake disco, fake porno soundtrack-there's no disputing his value as a music- video trivia answer. Not surprisingly, next to the rest of this anthology's tepid contents, his influential ''Addicted to Love'' looks positively transcendent. D -DB
