LOVE AMONG RUINS: Sean Penn is thinking about directing the late John Cassavetes' 1987 script She's Delovely. ''It's a gutter-level l'amour fou love story,'' says a source. ''Sort of a Last Tango in Bukowskiville.'' Penn might play the barfly hero, but more likely his live-in love, Robin Wright, will portray the ''marginally less crazy'' lady fair.... AT LONG LASS: During the two-week recording session for her new album, am I not your girl?, Sinead O'Connor took breaks at Manhattan's cafe Sin-e (Gaelic for ''This is it'' and no relation to the singer), hanging out and even cleaning tables in her spare time. When her album, due in September and featuring favorite childhood songs like Tammy Wynette's ''Success Has Made a Failure of Our Home,'' was completed, she sang a two-hour set there....

HOME WRECKERS: Rona Barrett and Jack Lemmon are among some 40 neighbors fighting a plan to construct the biggest house in Beverly Hills. The mystery builder-rumored to be the Sultan of Brunei-wants to put his cozy nest on a 172,000-square-foot lot with a 26-car garage and an underground 83-space parking lot. ''It's going to be an eyesore,'' Lemmon told the environmental review board....

STREET WRECKERS: Kim Basinger and close companion Alec Baldwin should think twice before borrowing a cup of sugar from neighbors in Woodland Hills, Calif. Basinger recently had her quiet suburban street blocked off by six trucks carrying 20-foot-tall maples. She then hired a crane to swing the trees over her house and plant them in her backyard. The crane, weightier than Elvis on Jupiter, caused the street to cave in. Basinger's contractor moved quickly to repair the damage.
