WAYLON JENNINGS Too Dumb for New York City, Too Ugly for L.A. (Epic) Take a collection of slight-to-average songs, pedestrian production, and an old war- horse whose voice is a whisper of its past, and what you have is your basic Waylon Jennings record these days. Jennings tries to be topical, taking a poke at politicians (''Just Talkin''') and elitists on both coasts, and sneaking in a provocative tune about lovers who never say a word during sex.
