Come September, nightclubs across the country will be pulsing to the beat of George Bush? As part of show biz's predictable preelection Bush bashing, his now infamous ''Read my lips'' command has been sampled over and over for a new dance CD by A Thousand Points of Night, produced by Don Was. ''It came from listening to Bush and trying to get to the bottom of him,'' says Was. ''The one link you'll find among all his speeches is that he'll offer completely contradictory statements.'' In other presidential-sampling news, U2 is featuring a Bush video, made by the Providence, R.I.-based band Emergency Broadcast Network, in its Zoo TV concerts. Using samples from a speech Bush made just before declaring war on Iraq, the video shows the President singing an eerie version of Queen's ''We Will Rock You.''
