A gifted singer-songwriter whose stark portraits of people on the edge are long on empathy and short on sentimentality, Williams also knows her way around a barroom blues: If you can keep your cool during her sexy yodel on the appropriately titled ''Hot Blood'' on Sweet Old World, you should probably have your pulse checked. B+
