Like Janie Fricke, Suzy Bogguss has an exquisitely pure soprano but little knowledge of how to wrap it around a lyric to communicate shades of emotion. Songwriter John Hiatt, who contributes both Voices in the Wind's quirky ''Drive South'' and ''Lovin' a Hurricane,'' is simply beyond her. B-
