What sounds like overkill — a double-CD collection of outtakes and B sides from Elton John's peak creative period, 1967-75 — turns out to be a thoroughly enjoyable reminder of how well the balding imp's music has held up. Fans should love rarities like the rawer alternate take of ''Madman Across the Water,'' but you don't need to be a diehard to appreciate these early, stately ballads and impudent, tossed-off boogies on Rare Masters. B+
