The Latino pop band War has never landed the respect it was due — except in the rap world. This eye-opening anthology, Rap Declares War, compiles hip-hop records built on samples of War hits like ''The Cisco Kid'' and ''Why Can't We Be Friends.'' Judging by the heavyweight lineup (Ice-T, De La Soul, Kid Frost, Beastie Boys), War records make a perfect base for rap records; barrio tales and gang-rumble rhythms have, alas, never gone out of style.
