Three cops with scores to settle unite against a crime lord who has the city in his pocket. Sound familiar? Along with the requisite monotonous fight scenes and smoke-and-pastels cinematography, Maximum Force is a dishearteningly typical direct-to-video blow-'em-up that features Mickey Rooney as a corrupt police chief, gesticulating wildly from the backseat of a stretch limo. D+
