Along with the requisite monotonous fight scenes and smoke-and-pastels cinematography, Maximum Force is a dishearteningly typical direct-to-video blow-'em-up that features Mickey Rooney as a corrupt police chief, gesticulating wildly from the backseat of a stretch limo.
