Too much of this oddity — a CD rerelease of an early solo effort by the Who's leader, dedicated to the spiritual guide Meher Baba — is of interest only to other Baba heads. However, Who Came First also contains the rockin' ''Let's See Action'' and Pete Townshend's searching and beautiful ''Pure & Easy.'' A half dozen added outtakes are less than revelatory. B-
