This is the second week of the reformed pop and country rankings, based not on impressionistic reports by record-store personnel but on a computerized tally of actual sales. The new charts, insiders thought, would be more volatile, and in fact R.E.M. bound all the way back from No. 5 to regain the No. 1 spot they held two weeks ago, at the last hurrah of the old charts. But the country top 10-with Garth Brooks controlling Nos. 1 and 2 -doesn't change at all. Looks like we still don't quite know how the new charts will work, though one thing's clear: Paula Abdul, with her new album debuting at No. 5, could well be headed for glory once again.
