South African reggae synthesist Lucky Dube is Captured Live wrapping a happy audience around his pinkie with rolling, soulful exhortations and one hell of a backup band. The lovely tunes (''Peanut Butter,'' ''The Hand That Giveth'') are so light they practically float, and there's an electricity here missing from much Jamaican reggae of late. A
