Raspy-voiced Paulette Carlson left behind a successful gig as the lead singer of Highway 101 for a solo career, but that may have been a mistake. Without a spirited band behind her on her solo debut, Love Goes On, Carlson and her hyper-quavering soprano seem oddly detached from the material, which, with the exception of the bluesy ''The Chain Just Broke,'' seems merely bland and undistinguished country-pop.C
