Bill Clinton may not be the most qualified person to offer kids advice on safe-sex practices. Still, he'll be answering young people's questions about AIDS for MTV this week as one of the panelists on ''Staying Alive: A Global Forum on HIV/AIDS,'' Reuters reports. About 25 young people from around the world will pose questions from the audience at the event, while anyone else can send in questions via email at staying-alive.org. The show will be taped in Barcelona, Spain, on July 11, during that city's hosting of the 14th International AIDS Conference, and will air on MTV's channels worldwide the next day.

The event reunites Clinton with the network where, on another youth forum eight years ago, he was asked the notorious ''boxers or briefs'' question. (''Usually briefs,'' he replied. Little did we suspect then how much we were to learn about Clinton's briefs.) Hosting the AIDS special will be MTV's Cyrus Broacha, whom Reuters describes as the Carson Daly of India.
