Scene for humdrum scene, The Last of the Finest may be the dullest thriller ever made -- it's like some dawdling Albanian police movie shown without subtitles. The film is dead from the opening credits, and it features a bit of Cold War hugger-mugger that makes ''The Hunt for Red October'' look timely: The villains here are trying to arm the contras. (Good luck, guys.) ''The Last of the Finest'' doesn't deserve to take up space on a video-store shelf, let alone a theater screen.
