In this dismayingly clunky sequel, director Irvin Kershner re-creates the broad sci-fi hooks of RoboCop without the first film's scalpel-edged satirical thrust. Once again, we're in 1990s Detroit. The city is being ravaged by a crack-like drug called ''nuke,'' and the corporate cutthroats at OCP now want to foreclose on the entire decaying metropolis and put RoboCop out to pasture. RoboCop 2 has its diversions, but it's a slack and rhythmless piece of work. When our hero finally faces off against a cyborg colossus with an implanted criminal brain, the movie turns into a shameless, thudding kiddie epic a heavy-metal King Kong vs. Godzilla.
