When the parents need a break, the jungle's royal couple make fine baby-sitters: Tarzan and Jane have been happily married for a year, but how should the London lady commemorate their anniversary? He might find a party too civilized, a diamond too demanding, and he never really was one for dancing. So-so animation and rather slapdash storytelling gives Tarzan & Jane the feel of your average Saturday-morning cartoon, but sequels have been accused of far worse things. One note of parental caution: You will be exposing your children's unformed musical tastes to Mandy Moore, who performs the closing-credits ditty ''Singing to the Song of Life.''
