DCCD Four years ago three disgruntled record-store employees jumped ship to create their own perfect music haven. Their vision is now the capital of hard-to-find vinyl in the D.C. area. Located in the popular Adams Morgan district, DCCD is the ideal place to discover local talent or discuss employee faves like Flaming Lips and DJ Shadow. Manager Linda Akkarach particularly digs the disc at No. 3 on this list of DCCD's 10 current best-sellers: ''Sonic Youth have always done great music.... This record is really well composed.'' If only things at 1600 Pennsylvania Ave. were as copacetic as they are on Murray Street.
