A typical Morcheeba disc, Charango teeters between cool languor and bland lethargy. ''Slow Down'' recalls a Bond tune, all minor keys and sexy mystery, and ''Sao Paulo'' ripples lullingly like the Atlantic. But half the songs are so finely spun, they're almost nonexistent. And ''Women Lose Weight,'' guest Slick Rick's rap on killing his newly heavy wife, is a little tale of misogyny that adds nothing to the canon.
