Don't hold the old images of Melanie against her. She's more than just the peacenik of Woodstock or jingle maker of that filthy smash ''Brand New Key.'' She's also the owner of a lustrous voice, full of wit and nurture. She puts it to good use on her well-observed new folk-pop songs. Wide-eyed wonder continues to figure big in her words and in her still-girlish vibrato. But, at 55, she has the authority to give her pluck depth.
