For the past two months, motorists on Southern California's Simi Valley freeway have been rubbernecking at a bizarre housing development going up on an isolated grassy hilltop. And talk about gated communities: This one's open only to the cast and crew of The Cat in the Hat, now shooting with Mike Myers in the title role. The Seussian set (above) wins raves from Alec Baldwin, who plays the villain plotting to send two siblings off to military school: ''It's very soothing, yet very unusual.'' Admits Brian Gabler, Simi Valley's assistant city manager: ''We've been getting a lot of calls from neighbors asking what kind of unusual development is happening up there and why did the city approve it.'' Just so long as grinchy locals don't file Seuss.
