CLUB TED Massachusetts senator Ted Kennedy has been spotted kicking back amid the spot's Corinthian columns, clubby wood paneling, Oriental rugs, and marble floors. SECRET OF SUCCESS? Co-owner Timothy Lynch attributes the venerable restaurant's new hip quotient to discretion (''One of the things we like to do with celebrities is to just give them their space''), but we're guessing the eatery's rep for serving some of the best steak in Boston is the real draw for all those protein-packing Atkins dieters.
