Shot mostly in beautiful black and white, ''Wings'' is a romance, fairy tale, and existential rumination as well as a love letter to Cold War Berlin: The timeless story remains a gorgeous freeze-frame of bygone life in the funkily decrepit German metropolis. EXTRAS Falk and (mostly) Wenders' commentary provides affectionate insight into the film's remarkably slapdash production, while Ganz, costar Otto Sander, and cowriter Peter Handke contribute lily-gilding observations in the 43-minute featurette ''Angels Among Us.''
