Chingy's success (''Right Thurr,'' the newbie's ode to the female form, is ascending the singles chart) hinges on a vocal tic made popular by that other rapper from St. Louis. But unlike Nelly, Chingy has only one gimmick, and while it charms on ''Sample Dat Ass'' and ''One Call Away,'' most of Jackpot is as ephemeral as the winds blowing through the Arch.
