Why isn't Emotional Technology a great electronica CD? Stuttering beats, synth washes, and guitars combine kinetically. The lyrics are New Age navel gazing on a clubland high(''Circles in stars/They bind us now/We're pretty animals''). It's even got celebrity guests, including television witch Rose McGowan. Programmer and musician BT (he produced the jittery 'N Sync hit ''Pop'') is unquestionably talented, but he's too reserved as a solo performer to keep things interesting. What he needs is a shot of Red Bull. Or maybe some Timberlake.
