Concept albums are overdue for a comeback, but Young's mind-bendingly daft folly could kill off the genre for another 20 years. Against a series of simplistic, epic-length blues shuffles, Young introduces a cast of small-town eccentrics -- led by a wizened hippie senior and his ecoterrorist flower-child granddaughter -- who can't hold the lazy narrative together but do allow our host to rant against big business, news media, and the man. About the time an FBI agent shoots the heroine's cat, prior to a ''Hair''-style love-in finale, you'll know you and Young have weathered his career low point together.
