TOPIC In 1995, Hulk Hogan gave his 24-inch pythons a breather, releasing the album Hulk Rules. But Randy ''Macho Man'' Savage questions the Hulkster's reign on ''Be a Man,'' the title track from his Oct. 7 rap (yep, rap) debut. So, let the lyrics lay the smackdown: Who rules?

Hulk: ''The trainin' and the prayers and the vitamins too.... Ohhh, look at that new vein in my tricep!''

Macho: ''Hollywood Hulkster, you're at the end of your rope, and I'm gonna kick you in the butt and wash your mouth out with soap.''
