On his knees, in a parking lot, with a hitman's gun to his head, con artist Jake Vig (Edward Burns) loquaciously recounts the details of a bold scam gone wrong. And that feature-length flashback confession is just one of the overly mannered touches in veteran director James Foley's mock noir caper movie. Foley (''At Close Range'') handles the genre elements with the show-offy, self-conscious flashiness of a film-school whiz kid, but he's helped by a slickly involving, pleasurably twisty plot and Dustin Hoffman's scenery-gulping performance as an underworld Mr. Big. EXTRAS A limited menu is lopsided with three commentaries: Foley and screenwriter Doug Jung say a lot of the same things on two separate tracks; on the third, Burns, Rachel Weisz, and Hoffman are much more anecdotal -- and entertaining.
