You couldn't ask for a better-bookended CD than Evans' fourth, which begins with the lightning-themed (and -paced) ''Rockin' Horse'' and closes with the giddy honky-tonk of ''Suds in the Bucket.'' What's in between tends toward the middle of the road, but Evans has solid taste in balladry and a warm, welcoming voice you could just about fall into. Two slices of relaxed, Memphis-style R&B suggest she might've even missed a calling as a white soul singer.
