Norah Jones' cover of ''Why Can't He Be You'' nails Cline's countrypolitan longing and languor -- a combination that goes only half-realized by this tribute's other femmes, including a woefully miscast Michelle Branch, Natalie Cole, and Amy Grant. Even Patsy's ''reincarnation,'' k.d. lang, sounds ready to give up the ghost. Why can't they be her?
