Raunchy techno MC Peaches starts off her second CD with the Joan Jett-sampling ''I Don't Give a....'' But Peaches does care, and her droll, sharply observed songs can't be dismissed as mere soundtracks for one-handed listening. Now grafting meaty guitars and ferocious singing onto her minimal electronic beats, she summons the very spirit of rock & roll. ''Kick It,'' a boisterous duet with Iggy Pop, may even give her the crossover hit she deserves.
