Processed beats and airy vocals that neither anchor nor elevate result in a set of dance-floor trifles that's passable (especially ''Put the Needle on It'') but not very memorable. Minogue needs some of her big sister's cheekiness -- Kylie freshened similarly prefab material by playing along with the campiness of club sirendom. And she had that whole ''Locomotion'' thing to overcome.
