The late Joe Strummer was a wise man. Rather than attempt to re-create the overheated rants and ferocious howls of his old band's early days (he left that to the Clash-worshipping Rancid), he spent his last years refining his own eccentric blend of world-beat pop. ''Streetcore,'' with its loopy, eager-to-please vibe, is just the sort of punky reggae party he was born to throw.
