Three years ago, grunge revivalists Tantric struck gold with the smoldering hit ''Breakdown.'' On their second album, they continue to display an impressive, Alice in Chains-influenced knack for harmony and sonic dynamics. They also have a blast running Fleetwood Mac's ''The Chain'' through a distortion box. Still, no amount of ear candy could overcome the rote soul-searching and flaccid grooves that plague cuts like the first single, ''Hey Now.''
