These sunbaked Cali clowns are the epitome of mindless, good-timey frat-boy groups -- and more power to them. While their first album basically boiled down to one terrific single (the retro-trippy ''Walking on the Sun''), this time their newfound attention to songcraft yields 15 swell slices of goofy, post-psychedelic pop-rock. Hey, any late-'90s band canny (or shameless) enough to cop ? & the Mysterians' organ sound (''Can't Get Enough of You Baby'') is welcome on my stereo.
