Who left the frat-rock door open? Seems like every whoa-dude party band on the planet assembled for this dean's list: Tonic, Dishwalla, Sugar Ray, and Third Eye Blind, whose longing ''New Girl'' sets the frothy beer bong pace. All likably loopy, with some serious 4.0 exceptions--the down- unda wunda Bic Runga (dueting with Semisonic's Dan Wilson) and the big-band-frantic Atomic Fireballs.
