Brit brothers Phil and Paul Hartnoll's -- the Jagger and Richards of electronica -- dreamy new compositions on ''The Middle of Nowhere'' sound positively capital-C classic compared with this season's pack of over-amped techno-come-latelies. These latter day Glimmer Twins continue the mellow mode of their 1997 hit ''The Saint,'' melding casually propulsive beats with swirling, symphonic melodies and a haunting vocal or three. Ravers take note: ''Nowhere'' -- which has the goods to become this summer's feel-good record -- will soon be everywhere
