A tormented undercover cop, a sadistic crime boss, mawkish sentimentality, bizarrely inappropriate comic touches, and moments of startling violence: Yep, Jet Li's The Enforcer definitely looks like a Hong Kong ''fists and bullets'' thriller to us. Our advice: Forget the soggy plot and take in the supercharged set pieces. ''Romeo Must Die'''s Li displays his usual balletic athleticism but is nearly upstaged by the high-kicking Mui, whose estrogen-fueled fight scenes bring to mind a premenstrual Rockette on Dexedrine.
