It turns the freeways, skyscrapers, and office spaces of modern Shanghai into an ominously plausible nexus of the future. Tim Robbins and Samantha Morton make a sexy and moving pair of desperadoes in a movie whose noirish fatalism renders it a cousin to ''Blade Runner.''
