After four straight West Wing wins for Outstanding Drama Series, Emmy voters finally elected a new winner in The Sopranos. Series creator David Chase found the victory as surreal as the confluence of fictional Mobsters at the Shrine Auditorium. Observing a James Gandolfini-Al Pacino summit, he said, ''To see Tony Soprano shake hands with Michael Corleone freaks my mind out completely.'' Gandolfini, too, had something to say, but since this was the final award of the night, the producers cut his mike before he could say more than ''Wait, wait, wait…'' That's the Emmy version of omerta, the code of silence.
