New York's dandiest mopesters claim they've made a more optimistic follow-up to their velvety dark 2002 debut, Turn On the Bright Lights. Sure, frontman Paul Banks still warbles like the ghost of Joy Division's Ian Curtis, but on opening track ''Next Exit,'' grinding guitars and rattling tambourines veer into Jesus and Mary Chain territory, while soaring synths make ''Not Even Jail'' a surprisingly danceable dirge.
