''Nobody light-skinned rapped this hard since Ice-T,'' boasts Luda on the name-dropping ditty ''Number One Spot.'' Too bad such quick-witted punchlines are few on District. Half-crunk beats dominate while the Atlanta loudmouth largely trades in his playful personality for an unbecoming tough-guy posture. Ludacris, who's at his best when he's blithe (as on the West Coast bouncer ''Spur of the Moment''), should leave the gruff nonsense to Lil Jon.
